Davos. At the moment, one of the most striking speeches comes from Canadian Prime Minister Mark Carney, who speaks about what he calls a “rupture” in the global order and what this means for medium-sized and smaller states. As a Czech, I find it particularly interesting that he frames his argument around one of Václav Havel’s central ideas from The Power of the Powerless. Carney invokes Havel’s notion that systems persist not only through force but through the willing participation of ordinary actors — and that the power of the less powerful begins with honesty.
