Today at the EU Foreign Affairs Council, I called for the adoption of the 18th sanctions package against Russia. It includes an important Czech proposal – the so-called catch-all mechanism. This would allow customs officers to stop exports if there’s a risk they might reach Russia via third countries and be used in the war against Ukraine. Exporters would then be required to obtain a special license. The measure targets loopholes Russia continues to exploit. Europe must keep up the pace.
